Effort Certification

Purpose and Background

The purpose of Effort Certification is to comply with federal regulations and ensure that individuals paid a salary or wages from a grant and/or sponsored project are performing tasks and duties to meet the objectives of the grant and/or sponsored project's purpose. Federal regulations require institutions that receive federal funding to capture, certify, and review effort expended on a grant and/or sponsored project.

Rowan University utilizes an after-the-fact method to effectively capture payroll distributions associated with federal and state grants and/or sponsored projects. The payroll distributions are converted, via the Banner Self Service Effort Certification module, into percentages, which are displayed in an individual's effort report for certification and review by the Principal Investigator.

Rowan University utilizes the Effort Certification module in Banner Self Service to perform effort certification. Camden, Glassboro, and Stratford campus faculty and staff must log into their Banner Self Service account to open up the Effort Certification module in order to certify and review effort reports. Using Baner Self Service allows an end-user to certify and /or review their effort report from any device that is connected to the Internet.

Specific Federal Agencies regulations are also considered and included in the Effort Certification program, such as but not limited to, 45 CFR Title: Public Welfare; Subtitle A—Department of Health and Human Services; Subchapter A - General Administration; Part 75 - Uniform Administrative Requirements, Cost Principles, and Audit Requirements for HHS Awards; Subpart 75.430 Compensation - Personal Services.
