* - At this time, a PI can certify and review any report in the Banner Self Service Effort Certification module. If the effort report is set-up to complete a department administrative pre-review, then only after the department administrative pre-review is completed will a PI have the ability in the Effort Certification system to certify and review.

Remember to make sure all your payroll expenses and labor redistributions are submitted prior to the Department Administrator Pre-Review start date above! 

 

Purpose and Background

The purpose of Effort Certification is to comply with federal regulations and ensure that individuals paid salary or wages from sponsored projects are individuals assigned to complete tasks related to the objectives of the sponsored project from which they receive remuneration. Federal regulations require institutions that receive federal funding to identify, certify and review individual's effort expended, and as a recipient of federally funded programs and grants, Rowan University is subject to those regulations and their requirements.

Rowan University utilizes an after-the-fact method to effectively capture payroll distributions associated with federal and state sponsored projects. Payroll distributions are converted into percentages, which are displayed in an individual's effort report for certification and review by the Principal Investigator (Post Reviewer).

Banner Self Service Effort Certification module is the platform used to perform effort certification. Camden, Glassboro, and Stratford campus faculty and staff must log into their Banner Self Service account, go to their Employee Dashboard, and click on the Effort Certification link in order to certify and review effort reports. Using Banner Self Service allows an end-user to certify and /or review their effort report from any device that is connected to the Internet. Please note that for audit purposes a margin of error of +/- 5% will be considered due to automated system calculations and rounding.
