Rowan University has established procedures for units that are approached to provide routine services to a sponsor on a fee-for-service (FFS) basis. The purpose of these procedures is to enhance collaboration between industry and the university while remaining responsive to urgent industry needs. FFS work consists of the execution of a predefined or repetitive process or the production/testing of a product that meets predefined specifications. FFS may also include equipment use, lab use or evaluation, assessment, and/or training. FFS activities do not add knowledge to a given field.
FFS projects provide a routine service at a set price, available to any customer in the general public (e.g. fair market value). Any applicable personnel/fringe and overhead costs must be built into the price list. FFS projects must be renewed every three years to ensure appropriate pricing is being used. FFS revenue is not included in the Office of Sponsored Program’s (OSP) quarterly or annual reports.
If any of the below attributes are present, the activity must be classified as a fixed-price contract, rather than a FFS:
- Sponsor requires detailed budget
- Sponsor requires unexpended funds to be returned
- Sponsor retains the right to audit project expenditures
- Project involves proprietary data (sponsor's or the University's)
- Project involves cost share or cash match
- Project involves subcontracts or pass-through funding to another entity.
- Faculty desires to draw salary from the funded project
